GCOM delivers technology solutions to state and local governments across the United States, with a focus on public safety, health and human services, and citizen-facing programs. As part of a strategic review, GCOM engaged Thought Source to evaluate the architecture, maintainability, and modernization potential of a group of essential platforms.

The scope included a state-level criminal history system used for background checks and law enforcement, a statewide vital records system for birth and death certificates, and a cloud-hosted case management application serving public safety and judicial use cases.
